The Global Environment Facility's Small Grants Programme (GEF-SGP) is funded by the Global Environment Facility (GEF) as a corporate programme, implemented by the United Nations Development Programme (UNDP) on behalf of the GEF partnership, and executed by the United Nations Office for Project Services (UNOPS).  Since 1995, the GEF-SGP has funded 74 projects with US $1, 396, 174 in Trinidad and Tobago, with significant co-financing from various organisations.

 

We work with community members, civil society, organisations and experts on environmental issues at the grassroots level, employing a bottom-up approach to deal with problems such as ecosystem destruction, climate change, over fishing, deforestation, over hunting  and waste management, just to name a few. Many times projects incorporate elements of capacity building or training opportunities which not only creates sustainable livelihoods, but ensures the longevity of concepts and ideals imparted by GEF-SGP projects. This is done in conjunction with achieving goals in at least one of our 5 focal areas:

 

  •   conservation of biodiversity

  •   protection of international waters

  •   climate change abatement and adaptation

  •   reduction of the impact of persistent organic pollutants

  •   prevention of land degradation

  •   multifocal (more than 1 focal area)

The National Steering Committee


The National Steering Committee (NSC) comprises voluntary representatives from local NGOs, government, academia, UNDP and occasionally co-funding donors, indigenous peoples' organizations, the private sector and the media.

The NSC develops a country programme strategy, considers whether proposals for grants are feasible and meet SGP criteria, and what kind of technical support is needed for implementation. The NSC is responsible for final approval of grants, helps undertake site visits and review, advises on design of grant proposals, ensures monitoring and evaluation, and champions SGP in national fora.

Government membership on NSCs and collaboration with local government agencies enable local communities to highlight areas requiring policy change at the district, regional and national levels and influence decision-making.

The Country Programme Strategy

The Country Programme Strategy is a strategic document which outlines the expected development results to be achieved through the implementation of the SGP program through the years 2011 to 2014. The primary purpose of the CPS is to identify the national priority areas within the context of the strategic priorities set for the GEF 5 replenishment period and the five main focal areas. This is done using the results based management approach where project objectives are linked to expected outcomes and indicators of success.

The Trinidad and Tobago Country Program Strategy was produced with input from various stakeholders inclusive of Non Governmental Organizations and the Government of Trinidad and Tobago through the Ministry of Housing and the Environment.
